I have seen noumerous wheel flanges of this design on As and Bs. Its another option that was avalible at the time.

One big plus is the wheel flange doesn't seem (through the foto) to have hairline cracks started from the rectangle holes where wheel weights would be hung. Thats a pretty common problem on tractors that were used in heavier stickier soils where additional weight was desired.
