What can I do to keep the black off the steering wheel of my 420w from getting all over my hands
You might consider sanding it lightly with 400-800 grit sandpaper.
Spray it with black paint if necessary.
Apply two coats of clear coat spray paint.

Other than what James suggested the only other ways that I know is a steering wheel cover, and /or a spinner, or replace it. Dad kept a cover and spinner on his 8N and J.D. Model B when I was growing up because of the black oxidation. I had a cover on my D15 wheel until I replaced it. In my opinion any tractor without power steering needs a spinner.

Any tractor with power steering and a spinner is even better.
"Old John" our 48A can turn on a dime and give back 9 cents in change.
