It's an old International Harvester Company corn binder that has seen better days.
Likely horse drawn, or at least started that way. It looks like a metal pipe hitch tree, but I can't be sure.

I found these photos on line of one that needs some t.l.c. It's pto driven other than ground driven, but otherwise the workings would be like the one you posted.
