I bought a old 300b Backhoe. The wire going to the injector pump is missing half of it. It is still attached to the top of the pump but only goes back 1 foot or so and the rest is missing. Question is: This wire should be energized on the START and on the RUN side of the ignition switch?

Yes, on run. I don't recall on that particular switch, I think it still powers the run circuit when you turn it to start position. You can verify it with a test light on run, then turn to start. Light should stay on in both positions.
