I can only suggest that finding another tractor that has good wheels and perhaps some usable parts might be an option.

As long as the center hub is in decent shape, I would think a good fabriator could rebuild the rear wheel with a new blank rim and what new spokes it might need.
It's not gonna be a cheap repair, but may be your only option without looking several years maybe to find someone with one to sell.
