Shelly, a couple of balances I have used have been made from old truck trays with a steel beam approx 4" wide across the center underneath. This cross beam needs to be sitting on a hard base to give a firm pivot. The tray ideally would have a wooden deck which is not slippery for tracks or steel wheels or heavy conveyor belt over steel for safety.
