Can anyone tell me which end of the pto shaft the overriding clutch should be, or does it matter. I've seen them on the tractor end, and I've seen them on the implement end.

Is there any way to tell if the clutch is working properly?

On the implement end they would spin backward I would think.
You should be able to ratchet them by hand.
If not decel something heavy like a bush hog and see if it clicks.

The one I have I put on the pto of the tractor then fasten the shaft to that. Basically between the two. The other Bruce is right, it should ratchet. There might be different styles of them, but that's how mine works. :D
