You might be able to obtain the needed components from one of the tractor salvage yards. You would need the pump and brackets, cylinders, hoses, drag links, and steering column assembly.

As Skipper said you can get all the parts he listed from a salvage yard but expect to paid $800/$1000. Jackson makes a power steering add on but it's not cheap either. Google Jackson power steering and it should come up.
A better option might be to look for a cheap non runner with maybe a bad trans or engine with PS and possible good tires. This way it will solve your tire issue also.
I picked up a running select-o-speed with bad tranny with power steering and fair tires for $400 this spring. It might be a lot cheaper to get a ran when parked and switch over the parts you need than send the non runner tractor down the road for maybe what you paid for it.
