Down has nothing to do with the pump. Arm and impliment weight pushes the oil
out of the cylinder through the control valve and into the sump.
I would suspect something blocking or sticking in the control valve, or line, to and from, the cylinder.
Even a badly sticking cylinder has been known cause symptoms like this.
My newer Allis have a down rate control screw, but after looking at AGCOpartsbooks.com I see that one doesn't.
You can check at the link and see what to expect cleaning or repairing what you find. Simple little valve. ;)
